The Karnataka Cabinet on November 13 approved the Information Technology Policy 2025-2030 with an outlay of ₹445.5 crore, highlighting a major push for emerging technologies and regional development outside the state capital.

Under the new policy framework, the state aims to transform its IT/ITeS sector by supporting clusters beyond Bengaluru — including Mysuru, Mangaluru, Hubballi-Dharwad, Kalaburagi, Tumakuru and Shivamogga. The policy also places strong emphasis on artificial intelligence (AI), blockchain, quantum computing and green IT infrastructure.

According to the Government of Karnataka, its long-term target is to raise software exports from roughly ₹4.09 lakh crore currently to ₹11.5 lakh crore by 2030. The policy framework sets out strategic pillars including regional cluster development, innovation & startups, talent mobilisation and infrastructure creation.

One key feature is the establishment of new “centres of excellence” under the Local Economic Accelerator Programme (LEAP). These CoEs will be located outside Bengaluru, and will support domains like defence technology, quantum AI, advanced computing and aerospace. The state has allocated funds from this policy period to jump-start these initiatives.

For the real-estate and infrastructure sectors, this policy signals increased demand for technology parks, office campuses and work-live ecosystems in Tier-II and Tier-III cities of Karnataka. Developers, investors and land-owners in these regions may expect new growth corridors as the policy incentivises expansion beyond Bengaluru.

The approval of the policy strengthens Karnataka’s positioning as a national technology hub while also promoting balanced regional growth. With clearer incentives, deeper linkages between industry and academia, and a focussed approach to emerging tech, the state is aiming to capture the next wave of global IT investments.
