In a historic move aimed at decentralizing urban governance, the Government of Karnataka has issued a draft notification proposing the creation of five distinct city corporations under the Greater Bengaluru Governance Act, 2024. The restructuring plan, published in the official Gazette on Saturday, envisions breaking up the existing Bruhat Bengaluru Mahanagara Palike (BBMP) into five new administrative bodies.
The move comes in response to Bengaluru’s rapidly growing population, sprawling geography, and complex infrastructure needs, which have long challenged the efficiency of centralized municipal governance.
Legal Framework and Notification
The draft proposal is issued under Section 5(1) and Section 7(1) of the Greater Bengaluru Governance Act, 2024 (Karnataka Act No. 36 of 2025). The decision considers factors such as:
- Population size and density
- Revenue generation
- Employment in non-agricultural sectors
- Economic importance
- Infrastructure availability
Based on these parameters, the government has proposed the formation of five new City Corporations:
- Bengaluru West City Corporation
- Bengaluru South City Corporation
- Bengaluru North City Corporation
- Bengaluru East City Corporation

Detailed Boundary Descriptions
The notification includes Schedule-I, which outlines precise geographical boundaries for each of the five proposed corporations. The boundaries are demarcated based on major roads, natural features (like rivers and lakes), ring roads, railway tracks, and significant landmarks.
For instance:
- Bengaluru West City Corporation begins at Tumkur Road (NH-75), extends through Sanjay Nagar Main Road, New BEL Road, and Rajiv Gandhi Sports Complex, and is bordered by Vrishabhavathi River and NICE Road.
- Bengaluru South City Corporation covers areas along Kanakapura Road, Sarjapur Road, and parts of the Bengaluru-Mysuru expressway link. It includes Jayanagar, Kumaraswamy Layout, and Kamakya.
- Bengaluru North City Corporation extends from Jayamahal Road and Bagalur Main Road to areas adjoining Tumkur Road, including Sidedahalli, Hesaraghatta Road, and Abbigere.
- Bengaluru East City Corporation includes territories from Hennur-Bagalur Main Road, Whitefield, Kadugodi, Belathur, and Varthur-Sarjapur Road, reaching the southeastern outer periphery of the city.
- Bengaluru Central City Corporation encompasses core Bengaluru areas like Palace Road, Sheshadripuram, Lalbagh, HAL Old Airport Road, and parts of Indiranagar, Kaggadasapura, and Domlur.
The boundaries also include detailed markers for where each city corporation interfaces with the Bangalore Development Authority (BDA) jurisdiction.
Implementation Timeline
The formation of the new corporations will come into effect only after the final notification is published in the official Gazette by the State Government, as mandated by Section 5(3) and Section 7(3) of the Act.
Until then, the existing BBMP structure remains in place. Once implemented, each of the five corporations will operate independently with their own municipal bodies, civic administration, and budgets.

The state’s proposal seeks to:
- Decentralize civic administration
- Improve local service delivery
- Ensure region-specific planning and infrastructure
- Enhance accountability and public participation
This marks the most significant administrative reform in Bengaluru’s governance since the BBMP was established in 2007.
