Chennai’s real estate sector has raised concerns over the Chennai Metropolitan Development Authority’s proposed grid-of-roads plan, urging the state government to temporarily halt its implementation. Developers and industry associations claim that the plan is being applied without formal notification, creating confusion and delays in ongoing and approved projects.

According to leading developer bodies, several builders have reported that CMDA officials have begun enforcing road alignments based on the new grid system. They argue that this approach lacks statutory backing since the plan has not yet been officially approved or published by the government. This, they say, has placed existing development proposals under unexpected scrutiny and has disrupted projects that had already received approval under the current master plan.

Realtor groups highlighted that the proposed road alignments intersect with completed buildings, sanctioned layouts, and privately developed infrastructure. They also pointed out that many existing and gifted roads have not been considered, leading to what they describe as technical inconsistencies. These issues, developers say, could lead to project delays, disputes, and financial implications for both builders and homebuyers.

Industry associations have submitted a formal request to the state’s top administrative authorities, urging them to pause the enforcement of the grid-of-roads framework. They recommended conducting a detailed study, consulting stakeholders, and issuing a clear government notification before implementing the plan across Chennai’s development zones. The groups clarified that they are willing to hand over land for road expansion when legally required, but emphasised that such actions should follow a structured and transparent process.

Officials from the housing department have reportedly assured stakeholders that the grid plan will not be enforced until it is integrated into the upcoming third master plan. This update has provided temporary relief to developers, although many remain cautious until an official clarification is issued.

As the debate continues, the situation has drawn attention to the need for coordinated urban planning, clear communication, and statutory transparency while introducing large-scale infrastructure reforms in Chennai.
