Delhi Government Rolls Out ‘Bhu-Aadhaar’ with 14-Digit Unique ID for Every Land Parcel

New Delhi: The Delhi government has launched a landmark digital land records initiative — Bhu-Aadhaar — under which every land parcel in the city will be assigned a unique 14-digit identification number. The move aims to modernise land management, reduce property disputes, and improve transparency in land ownership across the national capital.

What Is Bhu-Aadhaar and How It Works

Bhu-Aadhaar, officially known as the Unique Land Parcel Identification Number (ULPIN), functions similarly to an “Aadhaar” for land, providing a single, unique identifier for each plot. This code is geo-referenced using high-resolution geospatial data and drone surveys to tie precise geographic coordinates to every parcel — including size, boundaries and ownership details — in a standardised digital database.

The system builds on the Digital India Land Records Modernisation Programme (DILRMP), which was introduced by the Central government in 2016 and has been piloted in some regions. In Delhi, the rollout follows successful piloting in areas such as Tilangpur Kotla village, where the new land identifiers were tested and validated.

Implementation responsibility has been assigned to the IT branch of the Revenue Department, with technical support from the Survey of India to gather accurate spatial imagery and integrate it with textual land records.

Administrative and Citizen Benefits

According to the Chief Minister’s office, Bhu-Aadhaar is designed to:

  • Minimise boundary disputes by eliminating inconsistencies in land records.

  • Standardise land data across government departments, improving coordination and efficiency.

  • Simplify property transactions and legal verification, reducing the need for multiple documents.

  • Curb fraudulent transactions and multiple registrations through a trusted, digitised database.

The unique identifier consolidates detailed information about each parcel, including ownership history, spatial measurements and jurisdictional data, under a single reference number, improving record clarity and service delivery. It ensures seamless coordination across government departments, a crucial step toward the vision of “One Nation, One Registration.”

The Bhu-Aadhaar system is now being expanded citywide in a phased manner, with rollout timelines and operational details to be defined by the revenue department.
