The Karnataka government has launched a major property-regularisation initiative under the e-Swathu programme, aiming to issue digital e-Khatas for around 6.5 lakh property owners across the Bengaluru Urban, Bengaluru Rural and Bengaluru South districts.
According to data released by the Rural Development and Panchayat Raj Department (RDPR), approximately 2.8 lakh properties in Bengaluru Urban district, and 1.8 lakh each in Bengaluru Rural and Bengaluru South districts are eligible for e-Khata issuance under the drive.
The e-Khata document serves as a digital property ownership certificate, required for registration, taxation and availing bank loans. The initiative is designed to bring unauthorised or un-documented properties under the formal property-tax net and streamline land-ownership records.
Currently, the RDPR department handles nearly 1.5 crore property records across the state, of which around 95 lakh properties are identified as requiring formal regularisation. The e-Swathu drive is a key component of the state’s digital land-governance push.
Among the expected outcomes of the drive are increased tax-revenues for gram panchayats, reduced documentation burdens for property-owners, and improved transparency in the real-estate segment. While the primary rollout focuses on the Bengaluru region, the larger target covers rural and semi-urban districts statewide.
Property-owners eligible under the programme will be able to apply via the state’s official e-Swathu portal, submit required documentation and receive their e-Khata digitally. The move is positioned as a significant step toward formalising property rights and streamlining land-administration workflows across Karnataka.
