The Maharashtra government has introduced a new set of incentives aimed at accelerating rental housing development in the Mumbai Metropolitan Region (MMR). The initiative, led by the Maharashtra Housing and Area Development Authority (MHADA), focuses on improving rental supply, supporting migrant populations, and promoting affordable living options across the region.

Under the new policy framework, developers will receive several financial benefits to make rental housing projects more feasible. These include a 10-year income tax exemption on rental income, a five-year waiver on property tax, and reduced GST rates for approved projects. The government also plans to provide concessional interest rates on loans to ease funding challenges and encourage long-term investments in rental development.

To promote efficient land utilisation, the state will offer additional Floor Space Index (FSI) at no extra premium. Developers undertaking rental housing projects will also receive a 50% reduction in development charges, significantly lowering overall project costs. The policy supports various development structures such as public–private partnerships, hybrid models, and long-term leasing arrangements.

One of the key highlights of the policy is the flexibility for developers to exit projects by selling units at the appropriate time. Units may be offered to tenants or sold in the open market, allowing developers to recover capital while ensuring housing continuity for occupants.

To streamline operations and dispute resolution, the government is planning the launch of a dedicated rental housing portal. MHADA has been appointed as the nodal agency responsible for planning, coordination, and policy implementation. The state has set an ambitious target of delivering 8 lakh rental homes by 2030, contributing to the broader goal of developing 30 lakh homes over the next few years.

The policy also simplifies cluster redevelopment norms. MHADA layouts covering more than 20 acres will now require consent only from the concerned housing society instead of multiple stakeholders, helping reduce approval delays.

The rental housing initiative aims to support students, migrant workers, and low-income groups, while eventually providing a pathway toward homeownership. The government expects the incentives to create a more balanced housing ecosystem and boost residential infrastructure in the rapidly growing MMR region.
