The Karnataka government has formally introduced an online conversion system to allow property owners in Bengaluru to upgrade their B-Khata plots into A-Khata, and to issue A-Khata for new eligible sites within the Greater Bengaluru Authority (GBA) area. The initiative was launched on October 15, 2025, by Deputy Chief Minister D. K. Shivakumar.

Under this scheme, eligible property owners can register online using their mobile number and OTP, followed by Aadhaar authentication to validate ownership details. The portal is designed to benefit sites up to 2,000 square meters, which can apply directly via BBMP’s “B to A Khata” portal. Properties beyond that size requirement will require submission through a registered architect or engineer on BPAS (BBMP’s planning portal) and upload of CAD drawings.

One of the key features is that flats and multi-storey buildings are not eligible for conversion under this scheme. Only standalone plots are considered. The application is initially free of registration cost, but upon approval, property owners must pay 5% of the property’s guidance value as the conversion fee.

The scheme has been termed a “one-time settlement” effort to legalize and standardize thousands of unregularized plots. Approximately 7.5 lakh B-Khata properties exist in Bengaluru currently, among 25 lakh recorded khatas. The move is expected to facilitate easier access to bank funding, approvals, and legitimate property transactions.

The portal’s launch is part of the state government’s larger effort to regularize property titles while resolving earlier challenges with the e-Khata system. The online process is positioned as a means to offer legal clarity, reduce documentation bottlenecks, and integrate more plots into the formal civic registry.
