The Karnataka Industrial Areas Development Board (KIADB) has intervened in a dispute between Foxconn Hon Hai Technology Pvt Ltd and gram panchayats in Bengaluru Rural. The board instructed Foxconn to pay property tax to KIADB, not to the village authorities.
In a letter dated February 2, 2026, KIADB confirmed it is the official authority for industrial property taxes in the Devanahalli Special Investment Region (SIR). This follows a government notification issued on January 29, 2026, empowering KIADB to assess and collect taxes within the SIR.
KIADB said property tax for 2025–26 must be paid to the board. Any pending dues for 2024–25 should be cleared with the respective gram panchayats. The board also launched an online portal for self-assessment and digital payments.
The dispute started when Koira Gram Panchayat issued a notice to Foxconn. The notice sought details of approved building plans, construction licences, completion and occupancy certificates, and total built-up area in Doddagollahalli and Aruvanahalli villages. Panchayat officials noted that land records still list the plots as vacant, despite completed construction and reported operations.
Residents and local representatives raised concerns. They said Foxconn has not provided the required documents or enough employment opportunities for local youth. They warned of legal action under the Karnataka Gram Swaraj and Panchayat Raj Act if their demands are ignored.
