The Government of Maharashtra is moving ahead with plans to establish an independent authority focused exclusively on redevelopment projects across the state. The proposed body would function similarly to MahaRERA, but with specialized jurisdiction over redevelopment, aiming to bring greater transparency, accountability, and regulatory clarity.
As per sources close to the housing department, the authority is expected to standardize procedures, monitor project compliance, and serve as a quasi-judicial entity to resolve disputes between housing societies and developers. It would also streamline financial approvals and lending processes tied to redevelopment ventures.
Redevelopment in Maharashtra has surged in recent years, especially in Mumbai and Pune, where aging buildings and high demand have led to numerous housing society redevelopment plans. However, the existing legal framework under general RERA guidelines is seen as inadequate to address redevelopment-specific challenges. The new authority is intended to bridge this gap.
Housing society federations and resident associations have lobbied for this move, citing instances of opaque agreements, delays, and litigations in redevelopment projects. The independent authority is expected to lay down model development agreements, define consultant and developer selection norms, and monitor all project stages until possession.
Officials indicate that a notification could follow shortly, with the authority being empowered to coordinate among city agencies, approve site clearances, and enforce penalties where norms are breached.
If implemented effectively, this dedicated oversight body could reshape the redevelopment landscape in Maharashtra—providing residents and developers with a more consistent, regulated framework to streamline project execution and reduce conflict.
