Bengaluru, 10 Jun 2025 — In a major push towards digitised governance, the Bruhat Bengaluru Mahanagara Palike (BBMP) has announced that, effective July 1, 2025, an E‑Khata will be mandatory for all building plan approvals submitted online.

E‑Khata, an electronic property certificate, securely logs ownership details in an online database. Builders and homeowners who wish to obtain plan approvals through BBMP’s EoDB‑OBPS portal will now be required to provide the property’s E‑Khata number (also known as EPID) and upload the associated digital certificate.

Why this matters

Faster, more reliable approvals
With E‑Khata integrated into BBMP’s online system, the traditional step of forwarding ownership papers to the revenue department for verification will be abolished, significantly reducing administrative delays.

“Trust & Verify” system upgrade
BBMP’s new framework empowers assistant town-planning directors to issue decisions — either approve or reject plan approvals with clear justifications — within a defined timeframe. Failing timely action, the system may impose deemed approval, and persistent inaction could lead to disciplinary steps by zonal commissioners.

Integration of systems
The move pairs the Ease of Doing Business Online Building Plan Approval System (EoDB‑OBPS) with the Revenue Department’s E‑Aasthi portal, the platform already used to issue E‑Khatas.

A step toward transparent & efficient urban governance

BBMP Commissioner Maheswar Rao stated this reform is designed to accelerate project clearances, enhance procedural clarity, and reduce redundant bureaucracy.

By ditching manual verifications and standardising digital checks, the civic body aims for streamlined, consistent processing and better accountability for town-planning staff.

What residents and developers should do now

  1. Ensure you possess a valid E‑Khata or EPID from the E‑Aasthi portal before applying for approval.
  2. Submit your survey number and upload the E‑Khata certificate in the EoDB‑OBPS system when filing building plans.
  3. Monitor your application, as decisions must either be delivered or rejected with explicit reasons within the stipulated service window.

Looking ahead

This digital realignment between property records and plan approvals positions Bengaluru as a leader in smart-city regulation. As provincial urban governance shifts—especially with the creation of the Greater Bengaluru Authority in May 2025—the emphasis on transparency, speed, and service accountability is set to further define civic reforms.

With E‑Khata now mandatory, property owners and developers are urged to act promptly to avoid delays. Beginning July 1, anyone submitting a building plan without E‑Khata documentation may face rejection.

Bottom line: From July 1, 2025, Bengaluru becomes one of the few metros where digital property certificates are mandatory for building approvals—simplifying the process and cutting red tape for homeowners and developers alike.
