The Bruhat Bengaluru Mahanagara Palike (BBMP) in Bengaluru has angered residents by requiring property owners to obtain an e-Khata prior to turning their B-Khata properties into A-Khata. The regulation, which applies to B-Khata properties up to 21,527 square feet in size and situated next to public highways, will take effect on November 1.
Only 2.6 lakh of Bengaluru’s approximately 7.5 lakh B-Khata properties have been converted to e-Khata thus far, according to BBMP data. The new digital requirement, which adds another stage to an already drawn-out process, has taken many property owners who were getting ready for the A-Khata changeover by surprise. Concerns have been voiced by locals that getting e-Khata first could cause delays in real estate transactions and add to the total effort.
However, the BBMP insists that the action is intended to increase efficiency and transparency in property registration. According to officials, confirming ownership and tax information becomes difficult and raises the possibility of inconsistencies in the absence of an e-Khata. They claimed that the e-Khata system guarantees improved record management and aids in preventing manual document manipulation.
The new procedure requires eligible owners to pay land mutation and map approval fees in addition to a conversion fee equal to 5% of the property’s guidance value. The BBMP’s larger aim to incorporate irregular B-Khata qualities into the formal A-Khata system includes the new rule. This modification is anticipated to increase revenue collection and broaden the city’s tax base while guaranteeing improved property management governance.
Many property owners contend that conversion is challenging because many B-Khata sites are still in legal limbo, despite the intended benefits. Owners frequently encounter difficulties getting building plan approvals, home financing, or sale titles since B-Khata properties are not regarded as fully regularized. They worry that this procedure may be further slowed down by the new e-Khata requirement.
Property owners expect the government to streamline processes to make the changeover easier and more accessible, even if the BBMP stresses that the e-Khata mandate is crucial for digital record accuracy.
